Florida residents 18 years or older, who read and write English and pass a background check can apply to the Division of Corporations to be a notary public. Completion of a 3-hour training course is required. In addition to certifying signature on documents, administering oaths and other duties, Florida notaries, under an 1861 law, are allowed to ‘solemnize the rites of matrimony.’
